Table full can happen on multiple tables.
Depending on the kind of table it can be really reaching it's limits or when it is a hash table reaching full buckets.

In a hash table a bucket is calculated for the entry and there the entry is placed. A bucket can only contain an x number of entries (often 8).
If a bucket is full and another entry is destined for that entry we will print a table full log event but in fact only that bucket is full, not the complete table.

For L3 table's, show iproute reserved entries does provide a lot of information.
