Procedure
Navigate to:
System > Advanced Configuration > SNMP > Access Control Group

Create Access Control group Example In CLI:
snmp-server group XMC1 v3 priv notify Default read Default write Default

Outcome in GUI:

Next Create user:
 
Example In CLI:

snmp-server user XMC-STATS XMC1 auth-sha admin123 priv-des admin123

Additional notes
GROUP_NAME is only internally relevant.  
USER_NAME is what needs to match with what is configured on the SNMP server.

This article shows a configuration example using SHA for the authentication password.  
MD5 is also available, simply use "auth-md5" instead of "auth-sha", as seen in the example.
DES is the only available option for privacy password.  AES is not supported.

Note:
"Default" is a pre-configured SNMP view that includes the whole tree.  You can optionally create your own SNMP views using "snmp-server view ..."
