Procedure
You can use metering and call for the meter in an ACL to restrict to a pre-determined PPS.
CREATING THE METER
# create meter arp
# configure meter arp committed-rate 100 pps out-actions drop  this will restrict ARP packets to 100 pps and will drop the rest

CREATE THE ACL and CALL FOR THE METER IN THE ACL
# vi arprestrict.pol
entry one {
if match all {
    ethernet-destination-address ff:ff:ff:ff:ff:ff ;
    ethernet-type 0x0806 ;
}
then {
    count arp ;
    meter arp ;
}
}

APPLYING ACL TO PORTS
# configure access-list arprestrict port <port_numbers> ingress
