Using command line interface
VX(config-dhcp-policy-TEST)#dhcp-server activation-criteria ?
  cluster-master When cluster master
  rf-domain-manager When RF Domain manager
  vrrp-master When VRRP master

Once proper condition is selected (for cluster configuration use cluster-master, for site limited DHCP server use rf-domain manager) map the policy to correct profile.
