AP's on same network as XCA show up automatically in XCA and use up a license is this normal?

The use of a license is FAD. AP consumes license when it's configured on XCA/controller, not when it's active. If customer's network allows discovering of more than one XCA/controller, then AP will be created on all of them, and consume one license on each. Customer should decide, where the AP belongs to, and remove it from the remaining boxes, so releasing all but one license. 

The issue here is that AP starts discovery after reboot. AP is supposed to use last known controller IP address, so it will connect to the last XCA/controller, and will not consume more than one license. 
The suggestion is to populate the wireless controller search list on the AP's belonging to the IdentiFi controllers and they will not try to connect to the XCA.
