Answer
The process to create the Syslog entries and with the use of "debug ip ospf" this can be accomplished.
For troubleshooting purposes we do have "debug ip ospf"  and using the following syslog commands will perform the desired results.

In conjunction with "debug ip ospf ... the OSPF daemon is much more verbose.
With the higher OSPF Syslog severity level the debug commands are send to syslog server:

 
set logging server 1 ip-addr 10.1.200.130 descr Netsight state enable

set logging application CLI level 7
set logging application System level 7
set logging application OSPF level 7
set logging application LACP level 7
set logging application Spantree level 7
set logging application Security level 7
set logging local console enable file enable sfile disable


S4(su)->set logging application OSPF level 8
S4(su)->conf t
S4(su-config)->debug ip ospf packet
S4(su-config)->debug ip ospf lsa-generation
S4(su-config)->debug ip ospf retransmission

Additional notes
Please note, logging LSA events,  there is the potential for some networks to send  20000+ OSPF originated routes, sometimes those flap in chunks of thousands, which would not have good consequences on your network
