Answer
  • TXBF_MU-MIMO will reduce the Tx power by 4dBm.
  • Disable TXBF_MU-MIMO on AP3965i
Additional notes
Not for anything, but could you confirm that TXBF_MU-MIMO is disabled?
If it is enabled, it will reduce the Tx power by 4dBm. The is one of the differences between AP39xx and Ap38xx.

I checked the compliance power tables and there should only be 0.5 dBm difference in Transmit power but it seems like you are seeing greater than that difference.
