Answer
When there is a VPLS instance drop/flap, the following logs are printed in the RAS Log:
 
192.168.0.10 MPLS: VPLS peer 192.168.1.20, associated with instance indices 3-11, 17, is down
192.168.0.10 MPLS: VPLS for instance indices 1, 3-11, 17 are up

In order to match these instance indices to the actual VPLS ID, use the command: show mpls vpls local
To further filter this data you can use the modifier:  show mpls vpls local | inc INDEX

It is important to note that the show command output is in 0 base where the RAS log output is in 1 base.
