Answer
V10 firmware does support cross-regulatory domain in HA mode, using BASE licenses on both controllers however not all AP models are supported.
Most 37xx and 38xx APs are not supported in the BASE license, (except for AP3805i-FCC/ROW models) and BASE is required to run both FCC and ROW APs.
V10 firmware does not support running one controller in a HA pair on FCC and the other on ROW licensing. Controllers in a HA pair must both be on either FCC, ROW, or BASE.
