Why X440 is always reporting fans speed of 11000 RPM even if the temperature is low and fans are rotating with lower RPM?

Answer
Depending on the specific X440 model, fans will be operating at 0, 5900, or 6800 RPM when the temperature is low. When the temperature goes high, fans will operate at 11000 RPM (except for the fanless X440-8t).

However, if fans are rotating EXOS will always show them as "Operational at 11000 RPM". This is because EXOS cannot determine the fan speed, as the fan speed is set by a hardware fan controller. This controller only reports the fan status (either "operational" or "failed").

In the below example we have a X440-48t which is reporting a temperature of 28.50C but the "show fan" output reports that they are operating at 11000 RPM.
