Answer
Yes a loop can occur when you have both policy and eaps enabled on the same port. However this only occurs if it is configured on the EAPS master node.

This is due to the fact if you have a default policy that just allows traffic such as an uplink role that allows all traffic. The EAPS master tries to block traffic coming from the transit nodes on the secondary port however the acl applied by the policy overrides the eaps blocking causing a loop in the network which can lead to weird behavior in the network.
