Answer
The EOS based switch by default comes with SNMPv3 pre-configured from factory. 

The command lines below provide a sample of a basic SNMPv3 configuration 
set snmp access <group-name> security-model usm privacy exact read All write All notify All
set snmp group <group-name> user <user-name> security-model usm
set snmp user <user-name> authentication md5 privacy encryption des
Please note that the "snmp access <group-name>" and "snmp <group-name>" must match. For example: 
set snmp access EXTR security-model usm privacy exact read All write All notify All
set snmp group EXTR user shaddock security-model usm
set snmp user shaddock authentication md5 privacy encryption des
Please enter authentication password:
Please re-enter authentication password:
Please enter privacy password:
Please re-enter privacy password:
You may as well configure SNMP View as ALL with subtree 1.
set snmp view viewname All subtree 1
Additionally, for security purpose, it is recommended to clear the default configurations by issuing the following commands:
clear snmp user public
clear snmp group ro ro security-model v1
clear snmp group ro ro security-model v2c
clear snmp access public security-model v1
clear snmp access public security-model v2c
clear snmp access public security-model usm
clear snmp community public
