Answer
The CPLD task monitors the various interrupts and if the CPLD receives too many interrupts, the system will go to Polled (periodic sampling) mode of interrupt handling, in order to prevent too much CPU utilization being used in handling low priority interrupts. These interrupts are not driven by traffic but by external devices like fans, PHY's, and Power Supplies.

Starting with 6.3.8 and 5.2.12  we added code to monitor the amount of interrupts received from the CPLD.

Note:
The B5 and C5 do not have a CPLD and so this design is not applicable to those boxes
