Answer
Match conditions can only be NLRI.
The action statements are NLRI for destination groups and permit or deny.

Below an example.
entry policy1 {
     if match any{
         nlri 192.0.2.0/24;
         nlri 198.51.100.0/24 ;              
      }                      
      then {
          nlri 239.1.1.0/24;              
          nlri 239.1.2.0/24;
          permit;
      }
}
In above example multicast from sources 192.0.2.0/24 and 198.51.100.0/24 to multicast groups 239.1.1.0/24 and 239.1.2.0/24.

You apply this to PIM using below command:
configure pim {ipv4 | ipv6} register-policy [<policy>|none]
