Answer
When VRRP Mastership is attained, certain system ACLs will need to be applied that defines how a packet reaching the switch will be handled. One such ACL will ensure that an L3 packet bound to an unknown destination is lifted to the CPU and then programmed in the hardware.

This error message indicates that this ACL could not be programmed in the hardware due to ACL slices being full for the unit.
