Answer
Shared:  Allocates exclusive priority space for vlan based static rules.  This will allow for rules to be re-used between ports/vlans.  Use this mode when the ACL hardware resource are more heavily used and you want to fit more rules into the hardware but installation performance is less of a concern.

Dedicated:Vlan based static rules share the priority space with other rules.  Use this mode when the ACL hardware resource utilization is less of a concern but installation performance is a concern.
