Answer
Maximum and minimum assignable powers represent limits for Smart-RF decisions during radio power assignments.
By default, the minimum transmit power is 4 and for a lot of sites this will not be an ideal value. For denser deployments minimum/maximum values will usually be configured as 8/11 dBm or 11/14 dBm respectively. For low density environments it may be beneficial to set the power statically to 17dBm and keep channel selection to smart.
