Answer
When the switch is unconfigured using the "unconfigure switch all" command and rebooted, as a first step, the switch will attempt to provision a DHCP address from a server as a part of the ZTP process.
When the server is unreachable, the above message is logged in the switch. 

This can be checked using the "show auto-provision" command -


* Switch # show auto-provision
-------------------------------------------------------
VR-Name     Auto-Provision Status  Number of attempts
-------------------------------------------------------
VR-Default   Enabled (InProgress)  701
VR-Mgmt      Enabled (InProgress)  8731


The "Enabled (InProgress)" and the number of attempts would indicate that the switch is still attempting to contact the DHCP server and the log message indicates its unable to reach the server.
