Why are normal policy match statements not working when applying as MSDP peer sa-filter ?

Answer
The answer is a bit difficult to find but can be found in the command reference for configuring MSDP sa-filters.
The following match statements are supported for MSDP sa-filter.
You can use the following policy attributes in an SA filter policy. All other attributes are ignored.
• multicast-group
• multicast-source
• pim-rp

Action statements allowed:
• permit
• deny

 
Example policy:
entry allow1 { 
  if match all { 
    multicast-group 228.0.0.1/32 ;
    multicast-source 61.0.0.1/32 ;
  }
  then {
    permit  ;
  }
}
entry block1 { 
  if match any { 
  }
  then {
    deny  ;
  }
}​

Apply this policy:
configure msdp peer <IP> sa-filter in|out <policy name>
