Answer
  • The license level must be Core
  • The VLAN can not be added to OSPF as Passive
  • The OSPF VLAN Priority must be greater than 0
Additional notes
ODR is a role OSPF routers take when there is a license level limitation.  Limitations include:
  1. the OSPF router cannot be a DR or BDR
  2. the OSPF router is limited to 4 active neighborships
  3. the OSPF area cannot have a priority higher than 0
