the cir 0 value was incorrect in the error message, defect SLXOS-43276 was filed to fix

For this configuration, the correct cir should be 5 % of the interface bandwidth - for a 100 G port that should be 500000000 bps

Please also see related issue SLXOS-43343 which is filed to fix the issue of shutting down the storm-control interfaces on reload system.

Please reference to SFDC case#01903984 for the details of these two issues with Storm-control configuration.

Customer can opt to use the "monitor" action instead of "shutdown" in the configuration to prevent interface shutdown upon traffic rate violation, exceeding the configured threshold.    Monitor will drop the packet(s) exceeding the configured threshold and not shutting down the interface. (note: default is to drop the packet once the BUM traffic is over the limit; shutdown is an option to shut down when exceeding the configured limit; monitor is an option to inform that the limit is exceeded, and the packets over the limit will be dropped.)
