After loading the license file on the switch, the licence file is recognized. Yet, the ports are not getting unlocked.

The premier license did not include the port license to unlock the ports. 
To unlock the ports on the switch, the port license is needed. It can be combined with the premier license or get the premier plus with MAC.

Port Licensing for the Virtual Services Platform 7200 Series 

The VSP 7200 Series hardware models are available with twenty four 1/10 GbE SFP/SFP+ and four 40 GbE QSFP+ ports enabled by default. You must purchase a Port License to enable the remaining ports on the switch. You can use the Port License alone or combined with a Premier License or Premier License with MACsec at any time. When combining these licenses, the old license file must be deleted and the new license file that has the combination of Port and Premier or Premier with MACsec must be installed and loaded on the switch.

The Port License order code is 386914. 

Port Licenses are not available with Trial Licenses. 

Release Notes for VOSS Version 8.0 

Port licensing support on the port licensed VSP 7254XSQ fiber switch: 
- 24 ports (Slot 1, ports 25 to 48) out of the 48 1/10 GbE SFP/SFP+ ports require a Port License to be unlocked. 
- two ports (Slot 2, ports 5 and 6) out of the six 40 GbE QSFP+ ports require a Port License to be unlocked.
