Cause
This is Functioning As Designed. The ! character causes the command to end prematurely.
Resolution
When using an ! in the password, contain the password within " "
 
snmp-server user snmpuser SNMPGROUP auth-md5 snmppass123! priv-des snmppass123#
becomes
snmp-server user snmpuser SNMPGROUP auth-md5 "snmppass123!" priv-des snmppass123#
