Title"BGP peer group neighbors do not inherit "Out" policy when created"
Symptoms
- Create a new bgp neighbor and bring online, the neighbor does not inherit the policies until the polices are re-applied to the peer group. 

- Show  bgp neighbor shows the peer uses the configured policies

- Show bgp neighbor received/transmitted routes shows that the policies are not actually being applied 

-    Issues could be seen only after creating the bgp neighbor using the below command.
       - create bgp neighbor 2604:7b80:103e:4005:0:a000:6:5533 peer-group "mdu_ipv6"

- Issues were not seen when creating BGP neighbor using extended configuration

Cause
This is a software bug covered under CR# xos0066775.  
 
Resolution
Please review CR # xos0066775 for further developments on patched software fix.
