Cause
The range of addresses in the pool is larger than 2,000 
What Does Limit of 2,000 NAT Addresses Mean?
Resolution
Use a smaller pool of IP addresses
Additional notes
If you config overload then you don't need a lot of Global IP because the S-Series will use PAT.
