Cause
Fan speed of “0” RPM is expected in X440-24t switches of hardware revision greater than or equal to 5.0. Fan will rotate only when the temperature exceeds normal value “0-48”. Due to a software bug, EXOS incorrectly interprets the fan speed of 0 RPM as a failure.
 
Resolution
The fix for this issue is implemented in 16.2.4.5-patch1-2 as CRs xos0066179 and xos0069740.
To avoid the issue please upgrade to 16.2.4.5-patch1-2 or higher releases.

If temperature of the switch is higher then +48° C and "show fans" says that fans are failed then please contact the GTAC for further assistance.
