  • No evidence of other problem (Stacking, stack ports, et cetera)
Environment
  • Summit X460/X440 (1st generation)
  • Bootrom prior to 2.0.1.7
Cause
Hyperthreading for the Summit X460/X440 CPU was not introduced until Bootrom 2.0.1.7.

In stacks where the master switch runs a bootrom prior to 2.0.1.7, normal operation of the switch can drive the HAL (Hardware Abstraction Layer) process high during normal learning, leading to CLI sluggishness.
Resolution
Upgrade to Bootrom 2.0.1.7 as per this article: How to upgrade BootROM on a Summit switch
