Symptoms
Some AP Capacity licenses install fine, but eventually more AP Capacity licenses are not accepted:
Apply product key failed: License key cannot be installed. Installing this key would exceed the local limit.
    -or-
The key cannot be installed on this controller because it would cause the controller to exceed its license capacity limit. Do you want to install the key on the peer controller?
The maximum supported AP capacity is well short of the expected 1050 APs documented to be manageable.
Environment
IdentiFi Wireless
WS-V2110, firmware 9.21.01.0179 or higher
WS-APCAP-16, WS-APCAP-1
Cause
With firmware 9.21 and higher, a V2110 VMware-based controller may be elastically deployed as Small, Medium, or Large scale.

The 1,050 AP Capacity as stated in the Product Data Sheet is for a Large profile in High Availability mode.
The 500 AP Capacity as stated in the Product Data Sheet is for a Medium
profile in High Availability mode.
The 100 AP Capacity as stated in the Product Data Sheet is for a Small
profile in High Availability mode.
All of these capacities would be halved for controllers not coupled with a peer controller in HA mode.

The base licensing of 8 AP Capacity per V2110 is included in the stated limits.
Resolution
Power down the controller, then bring it back up with allocation of 4 CPUs and 2 GB RAM for Medium scale, or 8 CPUs and 4 GB RAM for Large scale.

Similar messaging will occur for a hardware-based controller which is resisting installation of more capacity licensing than it is designed to receive. The solution there is to either install the license on that unit's High Availability (HA) peer to increase their shared licensing pool capacity (if it is not already maxed out), or migrate to a controller model which is designed to handle a greater AP capacity.
