Symptoms
Some routes are not active and up even though they should be, such as:
 s   10.102.0.0/16      10.1.1.1        1    -G---S-um---- Default    0d:0h:14m:3s

Whereas an active route that is working as intended would look like:

#d   10.110.0.0/16      10.110.1.3      1    U------um--f- Servers    0d:2h:12m:2s

Main thing to look for is the U flag on the route which means it is "up", and the # which means it is a preferred route.

Cause
The process for route manager, rtmgr, is most likely stuck in an awkward and non functioning state and is not communicating that these are active VLAN and need to be up.
Resolution
Two ways to resolve the issue are:

Disable and Re-enable the VLAN.

or

Reboot the chassis / stack / device.
