Symptoms
"show config boot" display conflicts with "show boot high-availability"

If, for example, you entered the following command to assign ports to  group 1:

set boot high-availability group 1 1-8

Then you issue "show boot high-availability" you will see the correct representation of ports and groups:

If you then type the command "show config boot" you will see that this looks different as slot 1 is not included in the group output

(su)->show config boot

This command shows non-default configurations only.
Use 'show config all' to show both default and non-default configurations.

# boot high-availability
set boot high-availability group 1 2-8

Cause
This is functioning as designed. 

When you type the "show config boot" command you get the following disclaimer :

This command shows non-default configurations only.
Use 'show config all' to show both default and non-default configurations.

By default each slot is assigned to the group corresponding to its slot number.  For example, slot 2 is in group 2 by default.

Slot 1 is in group 1 by default, it is not shown in group 1's list:
  show config boot
  set boot high-availability group 1 2-8


When "all" is specified default values are shown.  Therefore slot 1's default value is shown:
  show config all boot
  set boot high-availability group 1 1-8

Functioning As Designed 

Use the "show config all boot" command to see the full config.
