Traffic forwarding stops when ARP entry is programmed without port number
This issue can be mostly seen with NLB servers where the port number for ARP entry is not programmed. If ARP entry does not have port number, then it's corresponding hardware entry will be programmed with port 0 which means it should be lifted to CPU and forwarded by CPU.
