Symptoms
Example of authentication password:       A2@cT*7bU#8mP!4b
Example of privacy password:       P5n/8Zv:4EX2+q7G

If the switch is discovered and provisioned by ZTP+ then the configuration of the SNMP user is not handled properly.

The CLI command to create proper SNMP profile should be:

configure snmpv3 add user "test_user" authentication sha "A2@cT*7bU#8mP!4b" privacy aes "P5n/8Zv:4EX2+q7G"

Each password must be encapsulated in quotes. Without quotes the privacy part is ignored and the authentication part is truncated.
